This report summarises the results of a study on the use of whole life costing by the construction industry. A key part of the research was a questionnaire and telephone-based survey. The questionnaire was sent to over 900 representatives from a broad cross-section of industry stakeholders. The objectives of this project were to investigate: the state of the art; work carried out to date; information available;; techniques used and participation; scope for use; barriers to its adoption and opportunities for promotion; and focused areas of priority activities needed for a structured research and innovation programme in support of EPSRC and the DETR's Technology and Performance Business Plan.
