Introduction

In 1990 BRE published a report on energy use in buildings and carbon dioxide emissions (1), providing an account of the current state of knowledge for the United Kingdom. This report updates the earlier work for housing taking account of new data and improved analytical techniques. A companion report has also been prepared covering non-domestic buildings (2).

Housing-related work has followed three related lines of investigation#. These are the assessment of the cost-effectiveness of individual measures and the carbon savings that these could produce, the assessment of the success of past energy-efficiency policies, and the development of future scenarios for energy use and carbon emissions. Progress on each of these has been reported previously in the energy-policy-related press (4,5) or in BRE publications (6,7,8). This report will update and extend each of these previous analyses and demonstrate how they are linked.
