The guide describes WLV principles for the procurement of buildings and infrastructure assets, eg schools, offices, housing, highways, railways, flood defences, and repair and maintenance schemes. It includes information on some of the existing methods, techniques and tools to support the objective of achieving WLV when commissioning or maintaining an infrastructure or building asset.
The guide also presents a set of case studies illustrating the application of WLV principles on a selection of projects. Techniques covered include Whole Life Costing (WLC), Life Cycle Assessment (LCA), Multi-Criteria Analysis (MCA),Value Management (VM) and Risk Management (RM) processes, based on knowledge and current practice.
However, a detailed account of all the tools and techniques that may be perceived to be embraced under the broad umbrella of WLV and sustainability is outside the scope of this guide.
Purpose
This guide to Whole Life Value (WLV) introduces the concept of a) making decisions based on broader criteria than just initial capital costs, and b) taking account of the needs of a broader range of stakeholders than only those traditionally involved in the immediate decision-making process.
