Introduction
Essex County Council intends to improve conditions for cycling to encourage more cycling throughout Essex. The strategy for achieving this is set out in the Essex cycling strategy (Essex County Council, 2001) which forms an integral part of the Essex local transport plan 2000 to 2005 (Essex County Council, 2000).
The development of this guide was identified as one of the key targets in the Essex cycling strategy, which was adopted in August 2001. It was recognised that within Essex, a wide variety of cycle facilities have in the past been designed and constructed to varying standards and effectiveness.
The purpose of this guide is to:
● summarise current design advice and highlight key points
● clarify standards
● outline the legal processes necessary to introduce cycling facilities
● provide sources of more detailed information.
This guide is based on national guidelines and accepted good practice. The design advice conforms to Department for Transport requirements and standards. Design advice should be applied appropriately, with regard to the principles set out in this guide and to local conditions.
It is intended for use by engineers, planners, developers and others involved with roads, traffic, transportation and development – not just those who are directly involved in the provision of cycling facilities.
While it focuses on the management of cycling in Essex, the recommendations and information can be readily adapted and applied to local circumstances throughout the UK to take account of policies and conditions.
