These specifications, written primarily to meet the needs of state bridge engineers, were prepared to encourage a more uniform practice in the design and construction of highway bridges. The compilation of these specifications began with the organization of the AASHO Committee on Bridges and Structures in 1921. The constant research and development in both steel and concrete structures practically dictated for several decades the necessity of revising the specifications every three or four years. This 1977 edition continued this trend.
