PURPOSE
This standard defines the general scope of Contractor managed and conducted development flight testing required on airborne systems procured by the military. The objectives of these tests are for the Contractor to develop the structural integrity and the performance and operational capabilities of his product to the point that he is satisfied that the product meets the specification requirements and is ready for Formal Military Evaluation.
National Policy
This standard recognizes and implements the national policy expressed as a priority in OMB Circular A-76 that the government shall rely primarily on the private sector for its goods and services such as Contractor Flight Development. This is direction for a Contractor to be fully responsible for total program effort without interruption. The policy sustains and improves the technology base of the aerospace private sector, promotes capital investment in the national interest and supports the principles of the free enterprise system.
