This standard is not intended to outline requirements, practices, policies or procedures to assure a cleared or secure facility.

These standard practices are applicable to organizations that manufacture defense articles, other export controlled items (commodities, software, and technologies) or perform defense services, or other export controlled items (commodities, software, and technologies) and activities in which providing access to foreign nationals without U.S. government authorization would be prohibited by United States export regulations.
