This standard provides criteria for the selection, qualification and training of personnel for stationary nuclear power plants. Qualifications, responsibilities, and training of personnel in operating and support organizations appropriate for the safe and efficient operation of nuclear power plants are addressed. Requirements for security forces are specified in American National Standard Industrial Security for Nuclear Power Plants, N18.17-1973 (ANS-3.3). Test, mobile, and research reactors as well as reactors not subject to Nuclear Regulatory Commission (NRC) licensing are excluded because of differences in operational practices and contractual requirements. Individual job titles and organizational structures vary among organizations operating power reactors; therefore, this standard is predicated on levels of responsibility rather than on a particular organizational concept.
