Data shall be collected by the Nuclear Plant Reliability Data System (NPRDS) contractor from any nuclear electric power plant used primarily for the purpose of generating electric power, starting with the date of commercial operation. Failure data shall be accepted from investor-owned utilities, cooperatives, municipal utility districts, power authorities and the Energy Research and Development Administration, as long as the facility is operated for the purpose of generating electricity.
