This regulation applies to the Active Army, Army National Guard, and U.S. Army Reserve. It applies to all personnel who perform duties on applicable watercraft. This publication applies during mobilization. During mobilization, chapters and policies contained in this regulation may be modified by the proponent. Provisions of this regulation applicable to the Army National Guard are also applicable to the Army National Guard of the United States.

This regulation sets forth policy, procedures, and responsibilities for special pay and sea service credit for sea duty within the Army. It describes entitlements, restrictions, administration, and maintenance of records for Army Career Sea Pay (CSP) and Career Sea Pay Premium (CSPP) for soldiers.
