Purpose This regulation prescribes the design, acquisition, display, disposition, and use of flags, guidons, streamers, automobile and aircraft plates, and tabards by Department of the Army (DA) organizations and personnel. It is the authority for these items and their basis of issue. It also describes the flags used by the President, Vice President, officials of the Department of Defense (DOD), and the Chairman of the Joint Chiefs of Staff (JCS).

Applicability. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States and the U.S. Army Reserve. This regulation is required during mobilization.
