This manual provides engineering data for the design of protection for facilities such as command, control, and communication centers, defense radar and missile launch facilities against the harmful effects of the electromagnetic pulse (EMP) energy produced as a result of a nuclear explosion. It serves as a basic reference for nuclear electromagnetic pulse (NEMP) protection for design and construction of hardened Army facilities world-wide. Criteria herein apply to all new construction of hardened Army facilities in the Continental United States (CONUS) and to major alterations to existing hardened structures. Army facilities having extremely critical missions and functions and needing a high level of NEMP protection are not covered in this manual; criteria for design of these facilities and further exceptions are normally contained in a design directive. This manual does not cover other nuclear weapons effects which also must be considered in the design of a hardened facility.
