Applies to the essential requirements and precautions for ensuring safety in the industrial use of commercial explosives. It is not in substitution of, but is to be construed in conjunction with any legal and overriding requirement, including licensing. It does not apply to ammunition or fireworks (rockets, fog-signals, etc.). Safety requirements for the transport of explosives by sea, land and air are not included in this code, and no rules have been incorporated in the code for application in coal or metalliferous mines.
