IPTV services over mobile networks are fairly new and may pose a challenge in providing a satisfactory customer experience.
Since Quality of Service (QoS) mechanisms and performance metrics may be unique within this environment, the exploration
of the technical issues for these services is deemed highly beneficial before the creation of any specifications. Therefore, this
Technical Report will provide a state of the art review of QoS mechanisms for mobile network technologies foreseen as
potential candidates to offer mobile IPTV services, as well as potential performance metrics.
