Many factors can affect the quality of the ultimate user experience of IP-based applications such as e-mail, web hosting, and streaming media. Some factors are transparent to the user, while others are not, so it is critical to identify and define parameters that are useful and meaningful. This Technical Report (TR) presents preliminary parameter definitions that capture the user-oriented performance of several IP-based applications, with a goal of socializing the need for more detailed development and eventual standardization of such parameters.
