The increasing trend toward regionalization of water and wastewater utility services presents a number of rate making challenges. Given the practical needs of rate simplicity and administrative feasibility, regional systems must satisfactorily address concerns for equity across diverse customer populations. This paper outlines the relative advantages and disadvantages of alternative approaches to regional rate setting and mechanisms for redress of specific financial concerns outside the regional rate-setting process.
