Clayton County Water Authority (CCWA) owns and operates three surface water production plants (WPP) (J.W. Smith, W.J. Hooper and Freeman Rd.) that supply drinking water to Clayton County, Georgia. CH2M HILL and CCWA are currently developing a strategy combining optimized coagulation and pretreatment conditions to comply with DBP Rules and the Interim Enhanced Surface Water Treatment Rule (IESWTR). The WPPs capacities are 12 mgd at J.W. Smith and 20 mgd at W. J. Hooper. The Smith Plant receives water from the Smith and Shoal Creek Reservoirs. The Hooper Plant receives water from the Hooper and Blalock Reservoirs. Raw water quality is typical for reservoirs in the Southeast except for the Hooper Plant that is subject to wide variations in raw water turbidities. The primary objective of this project was to determine optimized pre-treatment and oxidation conditions and impact on the plant operations and existing facilities. Optimized pre-treatment conditions were determined to improve plant performance, lower finished water manganese levels and meet TOC reduction requirements. Treatment goals and regulations are discussed along with raw water quality, jar testing, testing procedures, raw water characterization, and impact of optimized pretreatment. Includes tables.
