This paper describes the process that Seattle Public Utilities (SPU) went through in ultimately deciding upon an
ozone/ultraviolet (UV) treatment process for the Cedar project. This process involved discussions with
industry experts, state and federal regulators and a comprehensive proposal review process.
During the proposal review process, SPU, its consultants and state regulators visited UV
manufacturing, testing and operating facilities in Canada and Europe. All of this has
culminated in plans to implement the largest drinking water UV installation in the world.
Construction of the new plant begins in mid 2002; it will go into service in mid 2004. Includes tables, figures, appendix.
