The Metropolitan Water District of Salt Lake & Sandy (MWDSLS) is planning to build a new 70- mgd water treatment facility, currently called the Point of the Mountain Water Treatment Plant (POMWTP), to service the metropolitan areas of Salt Lake City and Sandy City, Utah. This new plant will treat Provo River water delivered via two systems: the Jordan Aqueduct (JA); and, the Provo Reservoir Canal (PRC). The planning process for this new plant was comprised of the following four major aspects, which are discussed in this paper: raw water quality and bench-scale treatability studies; pilot-scale testing of three candidate treatment trains; a treatment train selection procedure which included developing design criteria, cost estimates, and treatment train scoring and ranking, based on the results of the pilot studies; and, plant siting study and design of transmission system facilities for a raw water pipe to deliver water from both the JA and PRC to the POMWTP and an aqueduct to deliver treated water to the service area. The following three candidate treatment trains were considered for the POMWTP: Train 1 - low pressure membranes with conventional pre-treatment; Train 2 - low pressure membranes with pre-sedimentation and post granular activated carbon (GAC) adsorption; and, Train 3 - conventional treatment with ozonation and ultraviolet disinfection. Subsequent studies were designed to evaluate the feasibility of these processes, to establish appropriate bounds on operating conditions, and to develop design criteria for each train.
