A concept more recent than Integrated Resource Planning is that of Total Water Management (TWM), which is based on the exercise of stewardship of water resources for the greatest good of society and the environment. A hallmark of Total Water Management is that renewable, but limited, water supplies should be managed on a sustainable use basis. The Total Water Management approach outlined in this paper embraces the concepts of the balance between societal and environmental needs and use of water supplies on a sustainable basis. Total Water Management yields better long- term decisions because it considers all water-related resources and probable cause-effect relationships over the long-term. The process can be used for planning water resources development and conservation, related watershed resources management, hydro-electric and alternative energy resource management, and inter-basin transfers of both water and energy supplies. Developing the plan in concert with the community's general plan and considering population trends, land use, transportation corridors, open space and other community needs will create a sustainable community plan. This paper outlines the steps in developing the plan, which integrates a vision for the community, involves an in-depth look at the whole water cycle including surface water, groundwater, stormwater, wastewater, and recycled water. The paper also describes the community involvement process and review progress. Includes 6 references, tables, figures.
