After nearly two decades of improvements with periodic taste and odor episodes through a source
water improvement program, Saint Paul Regional Water Services (SPRWS) once again had some
noticeable incidents of unpleasant taste and odor in its tap water during 2000 and 2001. SPRWS
staff presented several potential treatment options to the Board of Water Commissioners to
initiate discussion on the issue and to obtain direction from the Board. The Board directed staff
to study the three most feasible treatment options and to conduct a customer survey to determine:
SPRWS customers' level of concern regarding taste and odor; and, their willingness to
pay for additional treatment to solve the taste and odor problem. Includes figures, appendices.
