Water utilities require better, quicker information in order to manage and optimize daily operations. Strategies are required for implementing new software tools that organize and facilitate operations optimization through the effective management of information related to energy, maintenance, and water quality in system operations. By utilizing the optimization approach based on the Energy Water Quality Management System (EWQMS) concept, the selection of software tools and information management strategies focuses on facilitating operations optimization focused on energy management. The EWQMS concept is a collection of individual software programs and users that support the preparation of daily energy optimization plans. One strategy to derive the daily energy optimization plan is through the close integration of a utility's Supervisory Control and Data Acquisition (SCADA) System, mass-balanced simulation models with corresponding optimization, web-based reporting and collaboration tools, and Water System Operations' personnel. Central to the development of the daily plan is the collection and organization of data by SCADA. One or more mass balanced water models then validate optimization strategies formulated from operations data. Water Systems Operators and other utility personnel collaborate and approve the formulated energy optimization plans using web-based tools. By integrating and focusing on information central to water operations, a utility can ensure that the prepared daily energy plan will support efficient daily operations in addition to optimizing energy usage. This paper presents the implementation strategies and software tools that can easily be adopted by utilities to derive optimum energy management using a daily operating plan (DOP). The paper will be useful to any water utility developing operating strategies to manage energy and/or improve water supply management from source to tap. Includes 3 references, figures.
