Water utilities seeking to improve their water supply, treatment, and transmission systems
need a way to measure the performance of their system. Performance measurement is critical
to establishing a baseline, setting performance goals, and determining the improvement
achieved by proposed projects. The San Francisco Public Utilities Commission (SFPUC) is
implementing its multi-billion dollar capital improvement program (CIP), and has developed
methods to measure overall system delivery performance. These methods go beyond
traditional measures such as system hydraulics, and capture issues such as reliability,
redundancy, and operational flexibility.
