The focus on desalination and other salinity management
activities has been sharpened in recent years through the emergence of industry
coalitions, research organizations, and federal agencies. Through the efforts of the
Multi-State Salinity Coalition, these entities are collaborating to define a national
approach to meeting the nation's water supply needs through salinity management and
desalination. The Multi-State Salinity Coalition's mission is to seek advancements in
desalination-related technologies and salinity control strategies to enhance the quality
and quantity of available water sources. As existing freshwater supplies are stretched to meet growing demands throughout the
country, salinity management and desalination are becoming increasingly critical tools.
Further progress must be made in developing cost-effective means to remove and
manage salts. Key elements of the national approach include: accelerated
technological research; education and outreach programs; incentive-based funding
of capital facilities; policy and regulatory reforms; and, support of elected officials -
from the local level to congressional leadership. This paper summarizes the key
elements of the national approach to salinity management and desalination.
