The Flagstaff, Arizona water/wastewater utility, has pursued continuous improvement
programs for years. The Department has used management consultants, university
programs, State of Arizona programs, and the American Water Works Association
(AWWA) QualServe program as tools to be competitive. Benefits from the programs
have helped it keep up others, which is what was hoped for. No privatizers have been
knocking on the utility's doors since 1986. Instead, the Department has made many
changes, some working well and some not so well. This paper focuses on the experiences
the utility has had with the AWWA QualServe program on two occasions and not those
with other continuous improvement processes.
