This paper explores the key differences between a financial analysis of reuse or desal (which is
based solely on the cash flows of expenses and revenues in and out of the utility), and an
economic analysis that provides a more suitable and broader perspective of the value of the reuse
or desal-generated waters (i.e., provides a suitable benefit-cost perspective for considering if a
reuse investment is worth the expense, to the broader region and community as a whole). This
paper describes on-going research for AwwaRF, the WateReuse Foundation (WRF), and the U.S.
Bureau of Reclamation (USBR) to provide a suitable economic framework with which to
examine the full real value of reuse or desal waters, and to properly compare these benefits to
their costs.
