For more than a decade, the city of Port St. Lucie, Florida, has employed the mechanism of special
assessments to fund environmental infrastructure improvements. These improvements include
central potable water service, wastewater service, roadways, storm water facilities, and, more
recently, reuse water systems. This paper describes the use of special assessment financing for the
reuse water improvements within the Tesoro Development in the city. Initially, the legal framework
for special assessments is presented, followed by a description of the Tesoro Development with its
infrastructure improvements, and then concludes with a discussion of the special assessments for
those improvements.
