This slide presentation begins by asking questions about responsibility for managing different parts of a distribution system. The presentation states that final responsibility rests with the water supplier or purveyor, and provides a pie chart of percentages for different types of distribution system contamination. It lists the AWWA sections that certify or endorse tester training, and points out that only 17 states certify backflow testers through a state agency, and the balance of the states allow backflow testers to be certified through for-profit or non-profit organizations. Other acceptable sources of certification are provided, along with information on a review of the Total Coliform Rule by the U.S. Environmental Protection Agency, and the importance of deciding where to allocate resources for distribution system management.
