This powerpoint presentation begins by defining the term "affordability" as: relative to income and expenses;
implies some quantity of water;
individual customer,
not utility's financial capacity;
single-family residential; and
water and sewer. Reasons for measuring affordability include: to understand the scope of the issue;
to define appropriate solutions; and, to
evaluate affordability programs. Some common methods and their drawbacks are outlined, including: Method #1 - Late payments & shut-offs; Method #2 -
Average Bill:Median Income Ratio; Method #3 -
bill simulation. A hypothetical example is presented including measurement and proposed approach.
