This powerpoint presentation defines a sustainable utility as
continuously obtaining inputs, producing quality outputs,
and recovering costs - despite continual changes in the
operating environment. It suggests that a utility achieves sustainability by
continually looking ahead to see change coming, and
making the right changes at the right time (using tools such as
BCA / TBL, and using scenario or threshold approaches).
A utility can determine it is on the right path to sustainability
