This powerpoint presentation presents the Phoenix (Arizona) Water Resources Acquisition Plan. Its strategic goal is
to demonstrate the availability of sufficient
sustainable water supplies to meet the
City's 2055 demands, considering a variety
of growth and drought scenarios. The
key objective of the plan is
optimal water supply and infrastructure
redundancy. Drivers include:
growth
- more aggressive projections, changing central city;
drought
- susceptibility to prolonged drought;
acquisition challenges
- higher cost and greater competition for new sources;
assured water supply
- must re-apply to ADWR before 2008; and,
regional and institutional developments
- Colorado River shortage negotiations,
environmental/endangered species issues, and
water availability in non-metropolitan areas. Information is provided on supply/demand uncertainties, such as water consumption by acre feet from 1990-2006, wet/dry cycles of the Colorado and Salt River watersheds, Gallons Per Capita/Day (GPCD) Trends, Impact of Conservation on Water Use
1980-2005, Spatial Distribution
of Demand, and 50 Year Planning Uncertainties -
1951 Phoenix Population Projections and Actual Growth. Drought scenarios are presented by Length and Severity of Surface Water Shortages, and Growth and Water Use Patterns. Strategic concepts are presented and include: target demands between "base" and "high density"
levels under moderate drought conditions; begin deployment of "future" supplies by 2015 to meet
growth demands under moderate drought conditions; continue phased deployment of "future" and
"supplemental" supplies beyond 2015 to meet growth
demands under normal, moderate and severe drought
conditions; supply selection will consider
cost,
reliability,
accessibility,
maintenance needs,
timing,
quality and treatment, and
public acceptance; funding for
deployment of future
and supplemental
supplies should be
derived from
growth-related
revenues; and, promote
enhanced
conservation to
minimize
drought impacts
to existing and
future customers. Potential WRA Projects are listed.
