This powerpoint presentation begins by providing a brief overview of the economics of shortages. The problems of urban water pricing are presented, and solutions include: every household faces a fixed charge proportionate to fixed expenses; variable pricing in first two blocks ("lifeline" and "basic") covers variable costs; width of blocks according to number of people in the house; third block ("excessive") produces surplus; and, surplus can be used to lower fixed (per meter) costs, rebated per capita or invested.
