The author discusses ways in which investor-owned utilities can monitor and influence laws and regulations on all governmental levels, from local to national. The author first suggests that utilities cast themselves in a problem-solving light. As an example of problem solving, the author discusses his experience in buying troubled small systems under fire for noncompliance. This earned good will for the purchasing utility from regulators. The author suggests keeping officials informed, forming coalitions or joining professional associations to gain clout with legislators and regulators, informal chats with congressmen and representatives, and contributing time or money to political campaigns.
