The US Environmental Protection Agency is faced with a number of dilemmas regarding disinfection and its byproducts. Data on virus occurrence in both surface water and groundwater is sparse, and the number of pathogenic organisms that must be consumed to cause infection is not well documented. Likewise, the toxicity of disinfectant residuals is not well established. Understanding of the methods to control chlorate, bromate, and other iodinated byproducts is virtually nonexistent. The impact of other water treatment processes is also not well known. The test methods used to detect and quantify disinfection byproducts are quite difficult and may even be classified as experimental. When deliberating over the appropriate limits for disinfection byproducts, the USEPA must consider that trihalomethanes are not always the most prevalent group; sometimes the haloacetic acids (HAA) are higher. The author concludes that when the USEPA faces a dilemma, so too do the water utilities of the United States.
