This is one of four papers based on the AWWA manual on alternative water rates. The author offers an overview of the contents of the book. Alternatives discussed in the manual are lifeline rates and low- income discounts, inverted (increasing) block rates, marginal cost rates, contract rates, economic development rates, off-peak rates, seasonal rates, uniform volume (flat) rates, rates set by customer class, and indexing of rates. Criteria for selecting a rate structure are given, and legal and regulatory issues are discussed. Manual M34, Alternative Rates, is AWWA publication order number 30034.
