The best and most rigorous of rate studies can be denied approval if the concerns of the community are overlooked, or if interested parties are not given a proper education on the fundamentals and bases of the rate study. This paper cites case studies to illustrate what can complicate the implementation of new water rates, discusses the practical issues that the water utility manager or consultant should consider while formulating water rates, and proposes strategies for the successful implementation of increased or restructured water rates. Most of the examples show how political concerns affect the rate-making process and final approval. Practical considerations that affect the rate-making process include the character of the water utility's constituency and governing body, the amount of change from the status quo represented by the new rates, and impacts on special classes and social concerns. Once formulated, there are certain steps that can be taken to promote acceptance of a rate change; several of these (for example, emphasize popular projects being funded by the rate increase or educate skeptics) are discussed.
