The goal billing system is a water conservation surcharge and discount rate system that is designed to encourage water conservation. Each residential and commercial account has an established water conservation goal based on inside and outside water use. The surcharge formula is based on the water use percentage over the water use goal multiplied by the consumption revenue. The objective of the goal billing system is to conserve 3,000 acre feet of water annually by the year 2000.
