Nongovernmental organizations (NGOs) have long been providing leadership in the water supply and sanitation sector. Such leadership is required more than ever, with at least two billion people requiring improved sector services in the present decade. After giving a definition of NGOs and discussing their historical development, the author turns to the subject of policy considerations for improving sector services, such as the New Delhi statement, which specifically mentions the role of NGOs in improving water and sanitation in developing countries. Networking among NGOs is made possible through national associations and umbrella groups, as well as international and regional groups; the author discusses a number of networking organizations. Evolving roles of NGOs depend, in part, on the strengths and weaknesses of individual NGOs and of NGOs as a whole. At the individual level, the sustainability of the group's effort is key. In addition to addressing specific projects, NGOs must increase financial resources available for overall efforts to improve water and sanitation; build local capacity, collaborate on operational issues and influence sector policies.
