The Denver Water Department, in an attempt to encourage water conservation in public parks, undertook the DIPPSTIC project to find out whether central irrigation control can decrease the amount of water used to water grass in parks. Nineteen parks were outfitted with central irrigation that was closely monitored; ten parks had their irrigation schedules changed every two weeks according to evapotranspiration rates; and a third group consisted of parks in which no changes were made. There were many, many problems with the research, part of which resulted from the water department having to work though the city's department of parks and recreation, and part of which had to do with bad bidding procedures, which resulted in poor equipment selection. The authors criticize the department of parks and recreation and suggest some changes that the parks department could make to improve its irrigation practices.
