Affordability is a pricing priority for most utilities. Affordability must be viewed in context of its overall impact on the utility as well as the customer. As rates continue to increase in response to system expansion needs and regulatory compliance, there will be even greater pressure for utilities to institutionalize processes to assist low-income families. However, use of innovation programs such as partnering with social agencies to achieve the social goals frequently left to the rate structure can produce significant reductions in the trade-offs encountered in rate setting policies.
