The Irvine Ranch Water District (IRWD) has demonstrated that wastewater reclamation and reuse is a viable, environmentally safe and economically feasible form of water conservation. To encourage maximum efficiency of water use, the District has undertaken a new program called Operation Outreach. This conservation project is designed to assist larger landscape users. It involves incentives for users to reduce water consumption by making permanent system modifications. The goal was to reduce use of reclaimed as well as potable water for irrigation. An increasing block rate structure provided one incentive. Others include rebates for irrigation controllers, zero-interest loans for large landscape renovation projects, a zero-interest loan for "abusive" users who want to undertake smaller renovation projects, referrals to companies that will sell hardware and services at a discount, and public education and training. Over three years, the program has reduced the amount of water used to irrigate landscape from 3.6 to 2.6 acre-feet per acre.
