Construction of a membrane water treatment facility is usually a program involving at least three distinct elements: raw water supply, water treatment, and concentrate discharge. Some utility systems may escape the raw water supply element if they are only changing their treatment technique: however, they still must deal with the additional elements of storage and high service pumping if the system is being constructed from scratch. Although these are separate elements, they must be closely coordinated since they must work together. The Owner of the water system will be responsible for operating and maintaining the system forever; he must live with the system. The Owner therefore should decide what the system will look like, what materials are used, what equipment is used and how the system is controlled. These decisions must be made before the cost is set or the contractor is selected. In order to maintain control of the program during construction, the Owner must deal directly with the contractors. Any subcontractors are beyond the Owner's control. Therefore, the Owner's interests are best served by having separate contracts with as many of the contractors as possible. This is one of three papers on membrane procurement from various points of view.
