In today's tight economic environment, public works managers are faced with the dilemma of implementing large civil and environmental projects and programs while at the same time keeping costs and staff levels down. The traditional approach has been either to hire consultants or to use in-house staff. There are advantages and disadvantages to both approaches. However, there is a third approach which combines the advantages of both traditional approaches, yet minimizes the disadvantages, i.e., integrating a project team to include a mixture of public (agency) and private (consultant) staff. The co-authors have just completed a major design project using an integrated design team approach. This paper presents a discussion of the project, the reasoning behind use of an integrated team, the issues facing such an integration, and several key observations regarding how this team worked together to accomplish Metropolitan's objectives.
