The Greater Vancouver Regional District's (GVRD) Strategic Plan recognizes a need to move beyond print and into electronic media for many of its communications and education initiatives. It was decided to investigate the possibility of developing an interactive computer simulation on water issues. After extensive research, education staff drafted what was required for the GVRD computer project: 3D graphics, interesting sound effects and dazzling color in a fully participatory computer game that would allow players to have fun while learning about water issues; a CD ROM disc to distribute to local schools and to share with professional contacts across North America; and a permanent display at Science World (Vancouver's science and technology center).
