A trait shared by many small utilities is that they have little idea of how to present a rate request. To the extent that it is made easier for the water utility to present a clear and coherent rate request, the regulatory burden associated with evaluating that request is made that much less difficult. To that end, there are certain principals and guidelines that should be applied by any utility. A utility which understands its regulatory environment and its own practices can expect to receive equitable treatment at the hands of its regulators. This should not be considered as some revolutionary idea or stunning revelation. If a water utility executive keeps their good senses about them, rate relief can be spelled with a minimum of problems.
