Water supply shortages to urban residential consumers have an indirect effect on employment and income. This paper examines the effect of water shortages on the Green Industry in California. The Green Industry includes groups of businesses which grow, sell or provide services to support urban and suburban landscapes, including nursery growers, gardeners, equipment providers and retailers. The authors demonstrate that approximately 22,000 jobs and $370 million in wages were lost to the Green Industry in 1991. Of these, approximately 4,500 jobs and $78 million in wages were clearly attributable to the water shortage. In addition, another 13,500 jobs and $230 million in wages and salaries were lost from a combination of shortages and the economic downturn. Because of the close interconnection between the effects of these two factors on some industry sectors, it was not possible to separate out the effect of the water shortage alone. Anecdotal responses to the survey indicate that the shortages likely played a strong contributing factor to these losses. A further 4,000 jobs and $60 million in wages were estimated to result from the economic recession alone.
