The City of San Diego, California, is the sixth largest city in the US and is growing rapidly. It is located in a semi-arid region subject to periods of drought, and 90% of the city's water must be imported. This paper describes the urban water management plan and water conservation program, which includes an ultra-low flush toilet rebate program. The rebate program promotes the voluntary installation of ultra-low flush toilets, which use 1.6 gallons of water or less per flush, by providing customers with a financial incentive to conserve water. The rebates have encouraged city residents to install the toilets. The paper describes the development and administration of the rebate program, as well as customer satisfaction results. The study showed that the city will save approximately $9 million over ten years for water it will not have to purchase as a direct result of the installation of the water conserving toilets. The rebate program proved to be one of the most successful of its type in California.
