Water projections for San Diego, California, indicate that demand will exceed supply by the year 2000. The Total Resource Recovery Program (TRRP) was developed as an alternative to supplement the City's potable water supply. TRRP consists of four treatment phases to recover resources from domestic sewage: aquaculture wastewater treatment, advanced water treatment, solid waste resource recovery, and potable effluent resource application. A pilot plant was constructed in the mid-1980s. The pilot plant achieved promising water quality results, so a full scale total reuse treatment plant, the San Pasqual Water Reclamation Facility, was built and completed in January 1994. This paper describes the facility, which uses rotary screening equipment, and grit removal preceding secondary treatment. Secondary treatment is provided using aerated hyacinth ponds. Following secondary treatment, lime and/or ferric chloride are added as a coagulant for the removal of humic material and inactivation of coliforms and other bacteria. Sedimentation by a solids contact unit is followed by mixed media filtration. Half of the filtered water is treated using UV, reverse osmosis, air stripping, and carbon adsorption. The total effluent is chlorinated and reused for municipal, industrial, and agricultural irrigation.
