The water supply feasibility study discussed in this paper investigated alternatives available to the New Rochelle Water Company (NRWC) to connect to a new raw water supply and convert designated facilities to standby in order to comply with the Surface Water Treatment Rule. The NRWC can either choose to clean and line 17,000 feet of 16-inch pipe in Pocantico or add new pumps at the Little Catskill Pump Station for boosting pressure in the 16-inch main. Although cleaning and lining provides a lower cost, adding new pumps offers greater operational flexibility. This alternative not only offers flexibility, but is also the least cost alternative. Computer models of distribution system hydraulics clearly provide powerful and straight forward technology for use in water distribution system management. The capability of predicting pressures and flows throughout the system is an essential tool in the planning, design and operation of water networks. The effective use of these models greatly expands the ability of practicing engineers to conceive and examine numerous system improvement alternatives under a variety of different scenarios and ensures that cost-effective solutions are identified.
