To improve and safeguard water quality, the Manchester Water Works installed flexible membrane floating covers made of EPDM synthetic rubber at three of the City's open finished water reservoirs in 1970. Although water quality improvement goals were achieved by covering the reservoirs, the utility soon learned that operation and maintenance tasks associated with these first generation floating covers were extremely labor intensive and costly. Such conditions eventually resulted in a comprehensive study of MWW of other reservoir covering alternatives and in 1981, the installation of new floating covers made of Hypalon. This paper provides a factual account of the utility's operating experience with floating covers including a record of O&M costs for the second generation Hypalon covers during the past thirteen year period. The authors conclude that the Hypalon floating covers have provided a cost effective and reliable means of maintaining finished water quality in the distribution system.
